-While the authorities of [[Tollum]] are not pleased about this there is quite a bit of red tape stopping them from stepping in. The residents of Blackstone have long claimed this type of trade to be part of their culture and heritage and that outside intervention prevents them from making their livelihood.
-As a result the residents have gone to great lengths to not only protect Blackstone from inspections, but to also give it the outward appearance of a settlement that fits the laws and guidelines of other districts on Tollum.
